Senate Bill 611 – Healthy School Facility Fund

After headlines of lack of heat in Baltimore City, legislative leadership determined that emergency funding was needed to address the issues in Baltimore and elsewhere. Senate Bill 611, co-sponsored and supported by Senate President Pro Tem Nathaniel J. McFadden establishes the Healthy School Facility Program in the Interagency Committee on School Construction.

The program will provide grants to local schools to be used to improve the health of school facilities.  Senate Bill 611 mandates that the Governor appropriate $30 million in FYs 2020 and 2021, with priority funding on items including HVAC. No single jurisdiction will be allowed to receive more than $15 million from the fund per year, ensuring that all jurisdictions have the ability to gain needed funding.

Funds can be used to pay for many items including:

  • Air Conditioning
  • Heating
  • Indoor Air Quality
  • Mold Remidiation
  • Temperature Regulation
  • Plumbing
  • Windows
