Guy was elected to the Maryland State Senate in 2014. He was officially sworn into office for his first term on January 14, 2015. He previously served as a member of the Maryland House of Delegates from 2007-2015. He currently serves on the Budget and Taxation Committee and is the Senate Chairman of the Joint Audit Committee. While serving in the House of Delegates, Guy served on the Appropriations Committee and was Chairman of its Public Safety subcommittee.
During his time representing District 13, Guy has secured education funding for our #1 ranked school system, Howard Community College and the state university system. Guy has worked to improve programs for infants and toddlers, and he is a vocal advocate for those with developmental disabilities and autism.
Upon his election to the State Senate, Guy was selected by his peers to serve as Senate Chairman of the Howard County Delegation. While in the House of Delegates, he served in a similar role as House Chairman. In his role as Chairman, Guy successfully secured funding for many Howard County projects including the Robinson Nature Center, Carroll Baldwin Hall, and Troy Hill and Blandair Parks.
From 1998 to 2006, he served as a Howard County Councilman. During those years, he fought for renovations and additions at 31 schools, supported the construction of 8 new schools, and funded smaller class sizes in the early grades. He led efforts to revitalize Route 1 and bring a community center and parks to the communities he represents. Guy fully supported our police and fire training facility and our award winning library system.
As the former State Director of the Sierra Club and former Board member of the Chesapeake Bay Trust, he played a significant role in helping to preserve thousands of acres of open space and protect the health of our rivers and the Chesapeake Bay.
His background includes experience at all levels of government as well as in the private and non-profit sectors. He worked for a member of Congress, a State Delegate, and a County Council member on a wide variety of topics including education, health care, environment, public safety, land use, veterans’ benefits and seniors’ retirement issues.
Community service has always been a major part of Guy’s life. In high school, while earning his Eagle Scout award, he organized his troop to clean a vacant lot and build a playground for area children. After moving to Columbia, he became Chairman of the Kings Contrivance village board and started a neighborhood beautification program. Guy has continued his community involvement, serving on the boards of the Howard County Community Action Council, the Chesapeake Bay Trust, and the Howard County Tourism Council. Additionally, he helps provide rides for senior citizens as a volunteer driver for NeighborRide.
Guy graduated from Maryland public schools and attended the University of Maryland, College Park. He earned two Bachelor’s Degrees in 1986 studying economics and government. As a Master’s Degree candidate, he was awarded a MacArthur graduate fellowship. In 1988, he earned a Graduate Degree in Public Management.
